- Special permit for a four-story commercial building at 74 Needham Street — 6-0. At the petitioner’s request, the public hearing was opened but continued to the August 25 Land Use Committee meeting without discussion. The request seeks to raze the existing building and construct a four-story, 48-foot-tall commercial building with underground parking, with parking and setback waivers. Petition documents.
- Special permit for a detached ADU at 2 Rowe Street — 6-0. The request to construct a 1.5-story detached accessory dwelling unit with reduced setbacks and oversized dormers, exceeding FAR, drew objections from neighbors of abutter Caterina Plati over the tight setbacks (2.5 feet to the rear, 0.6 feet to the side), loss of view, drainage, and a tree partly on the abutter’s property. Multiple councilors said the setbacks were too small and suggested relocating the ADU on the lot. The Chair asked for firmer screening plans, greater neighbor support, and more information about the tree before the project returns. Petition documents.

A request for discussion with the Inspectional Services and Law Departments on how the City handles consistency rulings — the criteria for what is significant versus de minimis, when the Land Use Committee is consulted, and the governing state laws and ordinances. Commissioner of Inspectional Services Anthony Ciccariello and Assistant City Solicitor Andrew Lee explained the process. A councilor asked that the item be held to pursue further questions at a future meeting.
